These BAAs were inclusive of 46 standard Navy SBIR topics, 3 Direct to Phase II topics, and 5 STTR topics from 6 of the Navy's SYSCOMs. Topics were subject to change during the pre-release period.

The Department of the Navy (DON) has just released its FY-23 SBIR/STTR Year in Review report which highlights many of the program's successes and statistics for the FY-23 period.
FY23 was another record-breaking year for the DoN SBIR/STTR, executing more funds to first-time awardees and delivering the most capability through Phase III transition than ever before!

As part of the recent SBIR/STTR reauthorization (SBIR/STTR Extension Act of 2022 PL 117-183) the SBA is requiring small businesses applying for SBIR or STTR awards to disclose information about the applicant's investment and foreign ties.
The DoD has made important changes as of July 31, 2024 concerning how this information must be handled as part of your proposal submission process.
These changes are shown in the DoD 24.4 SBIR BAA Instructions Preface (Amendment 3 Updated 8/1/24)
and the Navy Proposal Instructions and Topics page.

The previous process used to require the proposing firm to fill out the PDF form " Disclosures of Foreign Affiliations or Relationships to Foreign Countries" and submit it as one of the Supporting Documents to Volume 5, has been eliminated.
The new process (effective July 31, 2024) requires you to complete a new form (Volume 7) online through your firm’s Defense SBIR/STTR Innovation Portal (DSIP) login account. View sample details on the

The Department of Navy SBIR/STTR Programs hosted an SBIR Pavilion at the recent NAVY Gold Coast Event, August 19 - 21, 2024 in San Diego, CA. The Navy SBIR Pavilion was well received and included
a group of 20 NAVY SBIR/STTR Phase II awardees showcasing their technologies.

[05-01-24] Brian Shipley Named as the New DoN SBIR/STTR Director

Mr. Brian Shipley has officially been selected as the new DoN SBIR/STTR Director, following the retirement of long serving former Director Mr. Bob Smith. Shipley has been in the role of Acting Director since Smith's retirement in April, 2024.
Mr. Shipley brings over 30 years of experience working with Navy and DoD programs. He began his career in financial management providing programming and planning for Navy shipbuilding and research and development programs.
In 2007 he joined the DoD Office of Small Business Programs to provide over-arching program management support to the DoD SBIR/STTR Programs. In 2013, Mr. Shipley transitioned to the Department of the Navy (DoN) SBIR/STTR
Programs Office to support policy development, program management, and outreach. Mr. Shipley has been the DoN SBIR/STTR Commercialization Program Manager since joining the civilian workforce in July 2020.
