NAVY Launch is an intensely focused program for Phase II awardees to explore, define (or redefine), and implement a commercialization strategy.
The program provides a structured path of discovery, from commercial value proposition and competitive assessments to go-to-market plans. It also includes business strategies for funding options, including private capital, to strengthen the company and support growth in commercial markets, beyond traditional defense.
What the Program Offers
There are two parts of the NAVY Launch program:
Stage 1. Training and Exposure (Open to All)
- Commercialization Workshops: Develop skills in customer discovery, product-market fit, IP, fundraising and more.
- Private Capital Forums: Learn how to raise capital, engage investors, and choose the right funding model.
- Networking Events: Connect with peers, investors, advisors, and DoN stakeholders.
Stage 2. Acceleration Track (Application-Only)
Advisor-led program for 20 selected companies. Participants meet bi-weekly to:
- Define (or refine) their commercialization strategy
- Test value propositions through customer discovery
- Build go-to-market and funding plans
- Refine investor and sales materials
New Pilot: Exploration Track (Open to Stage 1 and 2 Participants)
For companies actively exploring commercial pathways, the Exploration Track offers:
- Flexible, advisor-led support through monthly virtual sessions
- Tactical topics such as customer discovery, fundraising, early sales strategy, and more
- A drop-in format, no commitment required
- Opportunities to ask pressing questions
- Focused group conversation with practical takeaways

Eligibility is restricted to current Navy SBIR Phase II awardees who have not elected Technical and Business Assistance (TABA) in Phase II, targeting companies at a stage where commercialization and private capital are critical.

- Register for Upcoming Private Capital Forums (Available Online/Virtual and In-person). This Forum Series helps Navy awardees access and engage with private capital, including equity, debt, and non-dilutive options. Each event features targeted training, expert-led panels, and, most importantly, curated networking with investors, lenders, and legal advisors.
The format is built to deliver meaningful content and high-impact connections, so participants walk away with actionable insights and relationships that support their path to funding. Events are hybrid for accessibility and hosted in different regions to encourage in-person participation.
