Navy SBIR 24.4 SBIR "Open Topics"

Pre-release 6/13/24   Opens 8/01/24   Closes 9/04/24 (12:00pm ET)

On June 13, 2024 the Department of the Navy will issue the pre-release of its 24.4 Open Topics BAA which will open to receive proposals on August 1, 2024, and close to proposal submission September 4, 2024 at 12:00pm ET.

Some unique features of this Open Topics opportunity includes:
  • Seeking commercial solutions to meet specific mission critical Naval needs
  • No customer memorandums of understanding required
  • A small business concern may only submit one (1) proposal to each open topic.
  • Phase I approach to adapting commercial solution (4-months, $75K; 6-month Option, $100K)
    • to fill a capability gap
    • improve performance, or
    • modernize an existing capability
  • Phase II
    • competitive selections based on results of Phase I and initial Phase II proposal
    • tailored awards to transition technology
  • Eligibility for NAVY's transition programs to facilitate technology transition

Ask Me Anything (AMA) Sessions

On June 26, 2024 the Navy will sponsor a free AMA HYBRID session which will provide you the opportunity to learn about the Open Topics as well as participate in Q&A directly with the Systems Commands (SYSCOM) sponsoring the topics.

These include: Naval Air Systems Command (NAVAIR), Naval Information Warfare Systems Command (NAVWAR), and Naval Sea Systems Command (NAVSEA).

This hybrid AMA session will be broadcast virtually as well as offering in-person participation from two locations. In-person participation on June 26, is concurrent at two locations:
  • NavalX Southern Maryland Tech Bridge at TechPort, 44185 Airport Road, California, MD 20619 (11:30 AM EST)
  • NavalX Tech Hub, Austin Capital Factory, 701 Brazos St., Suite 150, Austin, TX 78701 (10:30 AM CST)
  • On-Line (11:30am - 1:15pm EST)
